It's Representational State Transfer (REST), not "rest" of taking a break.
I spent a while on reading/searching the paragraphs for newbie on this topic, now I want to put a small note for myself, to make deeper impressions and maybe clearer idea. (Actually it's because I think this place need some water, Orz).
Basically REST is just a concept, which is to apply well-defined actions (GET/POST/PUT/DELETE) on resources (URIs) for exchanging representations of these resources. Word Wide Web is just a RESTful example.
Wiki has given a more accurate definition for it.
